The evalua-tion concludes that Dresden 2 meets current criteria based on compliance with IE Bulletin 80-07.

EVALUATION

- suomi*tted a tech'1,ical specifica_tion change request for the Dresden and Quad Cittes stations.
The purpose of the proposed change.was to eliminate license requirements for jet pump flow indication.
Acceptance of the change would have resulted in deletion*of established requirements for individual jet pump flow indicator checks.
The request raised a concern with the staff due to a* history of jet p~mp problems such as failures of retainer bblt keepers and related components.
In addition, Reactor *Ope rat i rig Experience Newsletter
- 13-3, issued March 30, 1973, *described three occasions where actual jet pump flow malfunttjons had been identified-by individual jet pump flow indicators.
This concern led to the development of Multiplant Action Item B-28, 11 BWR Jet Pump Flow Indication Elimina-tion" which addressed the adequacy of jet pump i"nstrumentation to monitor jet pump behavior.
The concerns of Action Item B-28 are identical to those of SEP Topic IV regarding the ability to detect jet pump failures.
In February 1980~ a jet pump holddown beam bar failed at 01'.'esden Unit 3 and resulted in jet pump displacement.
This event renewed interest in jet pump component integrity and assurance of jet pump*
operational integrity, As a result, the NRC issued IE Bulletin
- 80-07, "BWR Jet Pump Assembly Failure" on April 4,.1980, and a*
- supplement dated May 13, 1980.
The Bulletin raises a concern_that
. the holddown beam assemblies and a -subsequent. jet pump function may
- degrade significantly during operation and could lead to jet pump disassembly and possibly reduce the margin of safety duriAg )Cii6tulated accidents. Therefore, licensees of GE designed BWR-3 and~BWR-4 facilities with operating licenses were require~ t~take5acttons. *

Commom<1ealth Edison Company responded to IE Bulletin 80-07 by letters dated April 23, 1980 and May 9, 1980.
These lette~s indicated the l"kensee's agreement to implement a modified jet pump surveillance program at Dresden Units 2 and 3 and Quad Cities Units 1 and 2. ~-
The. specifi c~monitoring requirements of IE Bulletin 80-07 go beyonc:I those which were under consideration in Multi-plant Action Item B-28.
'1"herefore, the staff considers item B-28 as complete.
IV.. CONCLUSION Bas~d on the above considerations, we conclude that the licensee's modifi"ed jet pump surveillance program is* suffiCient to detect jet pump failure.
Therefore; we consider Topic IV-3 to be complete.
