- i' This refers to the telephone discussions between Messrs. L. DelGeorge, R. Ragan and others of your staff and Messrs. Reimann, Danielson,.Yin and Tongue of this office on October 8, 1981, regarding piping support system damage to the Dresden Station, Unit 2 Containment Cooling Service Water (CCSW) System.
With regard to the matters discussed, we understand that you will:
- 1.
Complete the following action prior to returning Unit 2 CCSW Loop 2A to service:
- a.
Repair, replace, readjust, and modify, as necessary, all damaged restraints and hangers to meet the seismic operability criteria of IE Bulletin No. 79-14.
- b.
Evaluate system operating dynamics, including potential piping transients which may be induced by various sequences of pump starts and trips from initial conditions of potentially drained piping, including any observed pipe halillller following pump trips during surveillance testing.
Based on this evaluation, mqdify installed equipment and/or procedures, as required, to prevent further damage on an interim basis until final resolution is achieved.
- c.
Inform Region III of actions taken in regard to a. and b.above prior to declaring CCSW Loop 2A operable with a followup written" report within three days.

Perform a visual inspection within 15 days of all accessible Unit 2 and Unit 3 piping systems which are important to safety to verify that piping and piping*supports are not significantly degraded or damaged.
Inform Region III immediately of any degraded pipe support conditions which are identifie.d, or within three days of completion if no significant findings are observed.
- 3.
Within 30 days determine permanent changes to procedures and/or equipment necessary to prevent damage as a result of draindown of portions of the piping or heat exchangers, and provide a schedule for implementing these changes.
The changes can not take credit for interim procedural changes to protect against water hammer damages.
Please inform us immediately if your understanding of these actions is.
different from that stated above.
We also agreed that we will schedule a meeting to address Commonwealth Edison Company's long. term solutions to system operations resulting in degradation to pipe support systems.
