Thi.s refers to the special safety inspection conducted by Mr. I. T. Yin

of this office on September 6-7, .1981, of activities at Dresden Station,

Unit 2, authorized by NRC Operating License No. DPR-19.

During this inspection, our inspector examined repairs to the damaged

HPCI pump drive turbine steam supply line suspension system which

  • resulted from adverse transient loading. The measures that are used

to remove line condensate and the applicable quality records were also

r'eviewed by our inspector.

Based on this inspection, we are satisfied

that the provisions in our Immediate Action Letter of September 4, 1981,

have been appropriately addressed.

In view of the past history of HPCI turbine steam supply line operating

problems, and our piping system walkdown, inspection findings, we request

that you initiate the following actions to assume broad and lasting cor-

rective measures:

1.

Modify the permanent system to improve line condensate drainage.

2.

Review and re-evaluate the originial S&L high energy line break

analysis including established.design criteria, the structural

assembly and support component calculations .

Provide a fatigue analysis that considers the present vibratory and

prior water hammer loading effects to assess the remaining system safe

operation transient life cyclea.

4.

Provide the IE Bulletin No. 79-14 piping system analysis documentation

including computer modeling of the seismic restraints and calculated

primary stress levels comparied with your committed Code allowables.

In addition to the above, based on the Dresden Station, Unit 2 experience,

perform similar piping and pipe suspension system inspections for Dresden

Station, Unit 3, Quad Cities, Units 1 and 2. These inspection are to verify

the existance and the extent of condensate in the pipe and to determine

whether or not hanger cold position settings deviate from design requirements.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the e.nclosed inspection report will be placed in *the NRC' s

Public Document Room.

If this report contains any information that you or

your contractors believe to be exempt from disclosure under 10 CFR 9.5(a)(4),

it is necessary that you (a) notify this office by telephone within seven (7)

days from the date of this letter of your intention to file a request for

withholding; and (b) submit within twenty-five (25) days from the date of

this letter a written application to this off ice to withhold such inf or-

mation.

Section 2. 79.0 (b) (1) requires that any such application must be

accompanied by an affidavit executed by the owner of the information which

identifies the document or part sought to be withheld, and which contains

a full statement of the reasons which are the bases for the claim that the

information should be withheld from public disclosure.

This section .further

requires the statement to address with spec.ificity the considerations listed

in 10 CFR 2.790(b)(4).

The information sought to be.withheld shall be incor-

porated as far as possible into a separate part of the affidavit. If we do

not hear from you in this regard within the specified periods noted above, a

copy of this letter and the enclosed inspection report will be placed in the

Public Document Room.
