REGION Ill 799 ROOSEVELT ROAD GLEN ELLYN, ILLINOIS 60137 This refers to the telephone discussions between Mr. Ferrar and other members of your organization at the Dresden Nuclear Station and Messrs.
Knop, Reimann, and Danielson of this office on September 4, 1981, regarding piping suppor.t damage to the Unit 2 HPCI stec:i.m line_ on September 3, 1981.
With regard to the matters discussed, we understand that you will take the following actions, and inform Region III of the results of these actions, prior to declaring the Unit 2 HPCI operable:
- 1.
An analysis and evaluation will be conducted to determine the degree to which piping, piping welds, piping specialty items, hangers and other pipe support equipment has been overstressed by the event.
The operability of the affected equipment will be determined by evaluation of the results of the analysis, taking into consideration the results of the earlier (1970-71) similar HPCI water hammer everit.
- 2.
All items identified as overstressed in item 1 above, will be examined by thorough visual examination and appropriate NDE surface examinations (magnetic particle or dye penetrant).
- Any pipe support items which, following thorough visual examination, show evidence. of deformation, bending,.twisting, or other deviations from the "as installed" condition will be subjected to the thorotlgh examination and repair process, including surface (magnetic particle or dye penetrant) NDE examination.
Ferromagnetic welds 3/8" and larger will be subjected to a magnetic particle.examination.
- 3.
All anchors which are required for operability of the piping system, and which show signs of m_ovement, or were identified as potentially overstressed, shall be tested to demonstrate their integrity. Justi-fication or analyses shall be provided for reattachment and/or repair of anchors which are found to be. damaged, deformed, loosen.ed, or removed.
Analysis.must also be provided for _physically relocating or changing any piping support items.

Procedures and/or; equipment.shall.be in place,_ tested as.required, and demonstrated.practical/operable to provide increased assurance that the*.HPCI systems for Units* 2 and* 3 will not. be degraded during the future when they are required to be* operable~
We understand that you:will.conduct a thorough *visual piping examination within 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> of operating.the HPCI steam line, in conjunction with a daily surveillance or suitable instrumentation to determine that water. is not accumulating in the steam piping.
These measures will be required.until a comprehensive assessment of the causative effects of this and. the earlier event are completed.
The.results of items 1 through 4 above shall be presented to Region III for concurrence with regard to adequacy prior to declaring the HPCI operable~*
