and 50-304/81-03, forwarded by our letter dated May 1, 1981.

We understand that you will need an extension on the submitted date for

the revision to the Quality Assurance Topical Report, CE-1-A.

This

revision will be submitted by August 15, 1981.

We will examine these

matters during a subsequent inspection.

Dear Mr. Keppler:

In Reference (a), Commonwealth Edison responded to the four

apparent items of noncompliance identified in the Reference (b)

Inspection Report transmittal.

In our response to Item 1, we

indicated that Dresden, Quad Cities, and Zion Technical

Specification changes would be submitted identifying the appropriate

standards relating to quality assurance to which the stations are

committed to comply.

These changes would delineate. specific

exemptions from the Commonwealth Edison Quality Assurance Program

Topical Report, CE-1-A, for each site.

Following internal management discussions on this subject,

it was concluded that it would be more appropriate to revise Topical

Report CE-1-A than to submit Technical Specification changes for

each affected unit.

This alternative will accomplish the same

result, which is to identify the specific regulatory guides and

s-tandards (and applic_able revision) which each site is committed to

comply with.

This rev1s1on to the Quality Assurance Topical Report will

be submitted by July 31, 1981, and the Technical Specification

changes described in Reference (a) will be discontinued.

The July

31, 1981, date was chpsen to allow adequate time for a complete

review of this revision by the stations and by the Corporate Quality

Assurance Department.

Please address any questions concerning this matter to this

off ice.

informing us of the steps you have taken to correct the noncompliance

which we brought to your attention in Inspection Reports No. 50-237/81-09

and No. *50-249/81-06 forwarded by our letter dated June 4, 1981.

Mr. Farrar informed us that you will not be able to arrange for your

Fire Brigade members to attend the hands-on fire training sessions at

the Great Lakes Firefighter Training Center, but you will continue.

on schedule with the hands-on fire fighting practice sessions provided

by Industrial Fire Equipment Company at the Dresden Station.

We will

examine these matters during a subsequent inspection.
