Dear Mr. Abel:

This confirms our telephoned authorization given on May 24, 1981, for a change in the Technical Specifications for the Dresden Unit 2 facility as requested by your telecopy received on May 24, 1981.

Provisional Operating License No. DPR-19 is amended on this date by making the following change:

Add a new License Condition M*. as follows:

M.

Provisions to allow operation with one recirculation loop out of service until June 1, 1981.

1. The' steady-state thermal power level will not exceed 50% of rated

The Minimum Critical Power Ratio (MCPR) Safe_ty Limit

.will be increa~ed.01 to 1.08 (T.S. 1.l.A and 3.3,5.C)

3. lhe MCPR Limiting Condition for Operation (LCO) will

• be increased 0.01 to 1.25 and 1.32 for *7X7 and 8X8 fuel

. respectively (T. S. 3.5.5)

The Minimum Average Planar Linear Heat Generation Rate (MAPLHGR) 1 imi ts will be. reduced by 0. 7 for all fuel types (T.S. reference 3.5.I)

5. The APRM Scram and Rod Block Setpoints and the RBM Set-points shall be reduced by 3. 5%
