This refers *to the routine safety inspection conducted by Messrs. K. R. Baker,

R. D. Schulz, M. L. Gildner, M. M. Holzmer, J. M. Peschel, and J. A. Grobe of this

office on February*23-27 and March 9-13, 1981, of activities at Quad-Cities Nuclear

Power Station, Units 1 and 2, authorized by NRC Operating Licenses No. DPR-29 and

No. DPR-30 and to the discussion of our findings with Mr. N. J. Kalivianakis and

his staff at the conclusion of the inspection.

This also refers to subsequent

discussions with Mr. K. L. Graesser on March 17, 1981, concerning the implementa-

tion of ANSI N18.7-1976 at the Zion Station authorized by NRC Operating Licenses

No. DPR-39 and No. DPR-48 and with Mr. R. M. Ragan on March 18, 1981, concerning

the implementation of ANSI N18.7-1976 at the Dresden Station authorized by NRC

Operating Licenses No. DRP-19 and DPR-25:

This inspection was an indepth inspection to review the effectiveness and imple-

mentation of your QA program in selected areas for both past and ongoing activities

as discussed in the enclosed copy of our inspection report which identifies areas

examined during the inspection.

Within these areas, the inspection consisted of

a selective examination of procedures and representative-records, observations,

and interviews with personnel.

During this inspection, certain of your activities appeared to be in noncompliance

with NRC requirements, as specified in enclosed Appendix A.

A written response,

submitted under oath or affirmation, is required.

During the inspection at the Quad-Cities Station, we noted that an Inservice

Testing Program for pumps and valves had not been impl~mented in compliance with

10 CFR 50.55a.

Subsequent discussions with your staff and NRR revealed that

there had been a breakdown in communication between NRR and Commonwealth Edison

Company regarding the requirements to implement a program even though it had not

received final NRC approval.

Subsequently, in a lfitter to Mr. R. Ippolito,

Chief Operating Reactors Branch 2, Division of Operating Reactors from

Mr. R. Janecek of your staff, dated March 31, 1981, you committed to implement

an Inservice Testing Program for pumps and valves consisting of the existing

technical specification requirement or the proposed program, whichever is more

restrictive.

We will inspect the implementation of this program, as described

in the March 31, 1981 letter, during subsequent inspections.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2, Title

10, Code of Federal Regulations, a copy of this letter, the enclosures, and your

response to this letter wlll be placed in the NRC's Public Document Room, except

as follows.

If the enclosures contain information that you or your contractors

believe to be proprietary, you must apply in writing to this office, within

twenty-five days of the date of this letter, to withhold such information from

public disclosure.

The application must include a full statement of the. reasons

for which the information is considered proprietary, and should be prepared so

that proprietary information identified in the application is contained in an

enclosure to the application.

We will gladly discuss any questions you have concerning this inspection.
