Dear Mr. Case:
NRC Dkts. 50-10, 50-237, 50-249, 50-254 and 50-265 Commonwealth Edison Company hereby requests approval to deviate from certain "Actions to be Taken by Licensees" which were delineated in the subject IE Bulle~in. - *:.i'.A,.e-quest approval for certain deviations from the schedule and the inspection technique.
It is our understanding that the intent of the subject bulletin is that all the required insp~ctions be completed by February 19, 1975 and the results reported in writing within_lO days or at the latest March 1, 1975.
As you are aware, the.
bulletin is applicable to the five subject plants in our system.
The proposed schedules for completing the required inspections at these units are the following:

tions and manpower availability. We.believe these deviations wiI.l not compr()mise. safety and will maintain *reli;abl:e service.
The small delay in the inspection schedule will result in..the.work.being accomplished ata time which will minimize the effects on outage length.
Quad-Cities Unit 2 is currently
- shutdo~ for a refueling outage and will remain shut.down until the inspections are completed; therefore, delaying the ir;ispec-tions involves.no hazard to the public.
Dresden Unit 3_will be.. shutdown_ prior to February 19, 1975, and the inspection will be _completed as soon as possible,,,folJowing shutdoWll.

Currently, the inse'rvice inspection programs at Dresden and Quad-Cities Stations a*re performed' 'in accordance '.\\rith ASME B&PV Code-.s~~ti*o~ xi 19'11, *5~~-er Add~nda. We *'~~quest approval to use the 1971 Summer Addenda in lieu of the 1974 edition of Section XI.
Using existing Section XI 1971 Summer Addenda procedures will expedite the inspection-arid provide results

We are proc.eed ing with the inspections on this basis and any change will require significant lost time.
Under the circumstances, any benefits to be gained from applying the 1974 edition of Section XI are far out weighed by the costs in time and manpower.
