Introductor~ Corrments ENCLOS~.!RE CO~MEMTS ON TORKEY POINT TRAINING AND QUALIFICATION PLAN A review.o~ this plan indicates that it requires revision before it can be accepted. Specific comments concernfog individual sections of the plan will be incorporated in an ensuing section of this document.

General corrments to be utilized for guidance will be incorporated into this section.

Chapter 2 of the plan entitled, "Employment Suitability and Qualifications, 11 deals with administrative details relative to the guard force and is gener-ally ~cceptable. However, ther~ is generally insufficient detail in some of the remaining portions of the plan tasks, in order to permit a meaningful re-view.

In particular, the tasks of the CRT Operator are not adequately ad-dressed. They should align with the responsibilities of the CAS/SAS Oper~tor as outlined in the remaining portions of the plan. A review criteria docu-ment (NUREG 0674) has been developed by the staff for use by licensees and the staff in developing and assessing the acceptability cf guard training end qualification plans. Section 3.1 of this document s~ts forth the cru-cial:CAS/SAS Operator duties for which training must be provided.
