The NRC staff met with Commonwealth Edison and Dresden Nuclear Power Station management on.June 15, 1999. This management.meeting was held at the Dresden Station and was open to public observation. Enclosure 1 contains the associated meeting summary. contains the handout used by the NRC during the meeting. Enclosure 3 contains

. I Public Meeting Summary Management Meeting for Dresden Nuclear Power Station June 15 Management Meeting Summary:
The management meeting was conducted in 2 parts with the first part focused on the NRC's review of plant performance. NRC representatives discussed the NRC's Plant Performance Review (PPR) for the Dresden Station which covered the period from April 1, 1998, through January 31, 1999, and was issued on March 26, 1999. Overall performance at Dresden during this. period was considered acceptable. Performance in the funetional areas of operations and plant support was described as consistent, while perform'ance wa!jj viewed as improved in both
. the engineering and maintenance areas. NRC representatives also briefly discussed the background for the PPR process and the NRC's new inspection and assessment program.
The NRC presented information eontained in the handout in enclosure 2 during the meeting.
In the second part of the meeting, Commonwealth Edison presented a review of overall arid recent performance at the.Dresden Station. ComEd representatives described several actions that have been taken or are planned to improve performance in the area of plant material condition. Substantial improvement was noted in material condition with the high pressure coolant injection (HPCI) system, an historically problematic system, having experienced no failures since October 1998. Dresden managers described plans to focus on and fix several tong standing material condition problems using the HPCI system approach as a model.
Reactor feed pump ventilatic;>n, offgas premature recombination, recirculation pump oil usage and motor generator set brushes, and the 250vdc battery were described as some of the long standing problems that will be the focus of planned Dresden improvements. Station representatives also discussed improved operational performance as indicated by an increased capacity factor, fewer scrams, and fewer unplanned entries into limiting conditions for operations. Extended periods of error free performance by operators were noted. ComEd also acknowledged recent instances of difficulty, such as problems encountered during work on the control room ventilation system, a contaminated toot that was improperly released in a shipment to ComEd's Braidwood Station, and a repeat leak on a Unit 3 recirculation pl.imp instrumentation line. Successful reductions in the maintenance and engineering backlogs were described by the respective area managers. In the area of plant support, station managers presented information indicating that in selected areas, such as radiation dose. received during a refueling outage, personnel contamination events, and daily exposure, Dresden Station performance was among the best in the nation. Focus areas described as needing improvement in plant support included configuration control by chemistry technicians, radwaste volume reduction, radiation protection human performance, and improved mater.isl condition of security equipment.
The licensee presented information contained in the applicable handout in Enclosure 3 during the meeting.
