Dear Mr. Kingsley:

By letter dated June 26, 1995, Commonwealth Edison Company* (Com Ed) submitted a topical *

. report describing the transient analysis methods it had developed for performing safety related transient analyses for LaSalle, Units 1 and 2, Quad Cities, Units 1 and 2, and Dresden, Units 2 and 3. Revision 1 of the report, "BWR Transient Analysis Methods," NFSR-0111, was submitted on August 27, 1998. The methods described in the report will be used to perform system transient analyses for reload licensing and operational support applications for the ComEd boiling water reactor plants. Additional documentation, including the core thermal limits, uncertainty treatments, and reload application methodologies to qualify the. reload licensing application will be provided in a separate report. The staff has reviewed the report and finds it acceptable for referencing in licensing submittals. The staff's safety evaluation is enclosed.
