EVALUATION OF PURGE AND VENT STRATEGY FOR PRIMARY CONTAINMENT HYDROGEN CONTROL AT DRESDEN AND QUAD CITIES NUCLEAR POWER.

STATIONS (TAC NOS. M94843, M94844, M94845 AND M94846)

By letter dated February 16, 1996, Commonwealth Edison Company (ComEd, the licensee) notified the NRC staff that they had chosen the purge and vent strategy described in the Boiling Water Reactor Owners' Group Emergency Procedure Guidelines, Revision 4 (EPG-Rev 4) for the Dresden and Quad Cities Nuclear Power Stations rather than the purge/repressurization strategy that was previously reviewed by the staff. The NRC staff has reviewed this change and concludes that the Dresden and Quad Cities facilities satisfy the criteria of Generic Letter 84-09 and that the nitrogen dilution capability provided allows ComEd to implement the purge and vent strategy recommended by EPG-Rev 4. This capability, along with ComEd's removal of the Air Containment Atmosphere Dilution (ACAD) system as a potential post-accident oxygen source, allows the staff to close TAC Nos. M94843, M94844, M94845 and M94846. Our safety evaluation (SE) is enclosed.
