DELETION OF COMMITMENT FOR DRESDEN, UNIT 3 (TAC NO. MA0335)
Dear Mr. Kingsley:
By letter dated October 15, 1993, Commonwealth Edison Company (ComEd) committed to
- .differential-pressure test the High Pressure Coolant Injection (HPCI) test return motor-operated valve (MOV) 3-2301-10, and HPCI minimum flow MOV 3-2301-14, at Dresden, Unit 3. By letter dated December 1, 1997, ComEd submitted notification that this commitment was being withdrawn because ComEd had determined that it was impractical and unnecessary.
As described in the December 1, 1997 letter, ComEd made its determination based on the results* of differential-pressure tests of functionally-equivalent valves at Dresden, Unit 2. For example, ComEd reported that the valve factors determined from the differential-pressure tests of these MOVs in Unit 2 were significantly less than the valve facto~ assumed in the design calculations and, therefore, additional design margins exist in these MOVs. Further, ComEd described concerns with the elevated level and temperature of the suppression pool that would result from the extended operation of the HPCI system that is necessary to perform these valve tests.
The staff held telephone conferences with ComEd personnel on December 22, 1997, and February 10, 1998, to discuss ComEd'sjustification for eliminating these MOV tests at Dresden, Unit 3. During these telephone conferences, ComEd reported that they had reviewed test information from other ComEd nuclear plants and other nuclear utilities. This information suggested that the valve factor assumptions for these types of valves at Dresden are conservative compared to the test data. ComEd also stated that the diagnostic traces for these MOVs at Dresden did not reveal any adverse anomalies. Finally,.ComEd reported significant operating margin for MOVs 3'-2301-10 and 3-2301-14 at their present setup conditions above the predicted thrust requirements.
Based on the information obtained from ComEd during these telephone conferences and the staffs review of the December 1, 1997 letter, the staff finds that ComEd has provided a r
