MEETING ON MARCH 26, 1998, WITH COMMONWEALTH EDISON COMPANY ON CENTRAL EMERGENCY OPERATION FACILITY Ori March 26, 1998, the NRC staff met with commonwealth Edison Company* (ComEd) to discuss its request to consolidate its four nearsite emergency operation facilities (EOF) into a central emergency operation facilitY (CEOF). Attachment 1 is a list of attendees. A copy of Com Ed's presentation is included as Attachment 2. Prior to the meeting the staff toured the
.proposed CEOF.
Presently there is an EOF for Byron, Quad Cities and Zion, and another that serves Dresden, Braidwood, and LaSalle, as well as a Corporate EOF at ComEd's Nuclear Generation Group offices in Downers Grove, Illinois. ComEd has proposed to have the corporate EOF at the corporate offices in Downers Grove, Illinois serve all its sites. Subsequent to ComEd's request for the CEOF (submitted in January 1995), ComEd has responded to two formal staff Requests for Additional Information (RAls) and several telephone conference calls. The majority of outstanding issues have been resolved in the RAI responses. However, the remaining significant issue and the major purpose of the March 26, 1998, meeting was to discuss what assurances ComEd could give the NRC that it could staff the CEOF within 60 minutes. Timely staffing of the nearsite EOFs has been an ongoing concern of the NRC. ComEd proposed the use of the corporate EOF at Downers Grove, Illinois, as an interim EOF as a way to resolve the staffing concerns. The NRC approved this proposal in its letter of February 8, 1996. However, ComEd's inability to consistently staff the interim EOF within the 60 minute goal has remained a staff concern.
Because the request for approval of the CEOF was made in January 1995, the NRC and ComEd used the meeting as an opportunity to discuss the basis for the request, the capabilities of the proposed CEOF, how the facility would be a fully functional EOF and the benefits to be achieved by ComEd. During the discussions, ComEd indicated that approval of the CEOF remained an important item for them. ComEd emphasized their belief that shifting to the CEOF from the nearsite EOFs will not compromise the company's emergency response capability and at the same time will provide a cost savings. During the meeting, there were no issues that arose that appeared to the NRC to preclude proceeding with the review and preparing a recommendation to the Commission. A list of items to be accomplished before completion of the review was developed that both the staff and ComEd agreed need to be completed before the review is finished. A number of items will need to be documented in a submittal to the staff. The action items are:

Review and update the CEOF request reflecting the changes that have occurred since the original submittal. Specific items that will be addressed are: (1) the impact of ComEd's decision to cease operation of the Zion Station; (2) changes made to the communications systems (both computer and voice communications); (3) availability of backup power to the CEOF; and (4) the results of special drills that have been conducted.
With regard to demonstrating CEOF staffing time, ComEd will: (1) conduct a real-time drive-in drill before the end of June 1998 and a second one before the end of 1998; (2) upon approval of the CEOF, ComEd will conduct off hours, unannounced, real-time off-hour drive-in drills every 6 months. Upon successful. completion of three successive drills, they will be conducted once every 6 years, consistent with the guidance in NUREG-0654. The results of the drills will be provided to the NRC in a letter following the completion of each drill. The letter will include the results of the drive-in drill as well as the results of the augmentation phone drills in the preceding time period and Com Ed's actions to address any deficiencies.
ComEd will provide feedback to the NRC as to how the use of a CEOF will potentially impact the NRC's response in the event of an accident.
ComEd will provide to the NRC its estimate of the schedule for the additional tasks and schedules submittals described previously.
