NRC RADIATION PROTECTION INSPECTION REPORTS 50-237/98016(DRS);

50-249/98016(DRS) AND NOTICE OF VIOLATION

Dear Mr. Kingsley:

On May 8, 1998, the NRC completed an inspection at your Dresden Generating Station, Units 2

and 3. The enclosed report summarizes the results of this inspection.

The inspection was an examination of activities conducted under your license as they relate to

radiation safety and to compliance with the Commission's rules and regulations and with the

conditions of your license. The inspection consisted of a selective examination of procedures

and representative records, observations, and interviews with personnel. Specifically, the

inspection focussed on the radiological planning and work controls for the Unit 3 maintenance

outage, the circumstances surrounding planned intakes of radioactive material that occurred

. during the latter stages of the recently completed Unit 2 refueling outage, and review of the

calibration and test program for radiation monitoring equipment.

One violation of NRC requirements was identified during the inspection, related to the planned

intakes of radioactive material that occurred during the tensioning of the Unit 2 drywell cover on

April 11, 1998. The violation concerned the failure to perform an adequate evaluation of the

airborne radioactivity concentrations during the job evolution. Although the incident did not

result in a significant intake of radioactive material and the potential for an exposure in excess

of regulatory limits was small, the weaknesses in implementing the air sampling program

combined with the other problems that occurred during the job placed the workers at increased

radiological risk.

Notwithstanding the above noted problems, we recognize several positive aspects in the

implementation of the station's radiation protection program. Specifically, the overall

radiological planning and control of work activities for the Unit 3 maintenance outage was good.

Outage dose goals were being met as a result of good as-low-as-is~reasonably-achievable

(ALARA) initiatives and job planning, and thorough pre-job briefings contributed to the

successful performance of radiological work. Radiation worker practices, radiological

housekeeping and plant material condition were generally good with only minor exception. In

addition; the calibration and test programs for contamination monitors and for the whole body

counters were technically sound and properly implemented.

surrounding it are described in detail in the enclosed report. Please note that you are *required

to respond to this letter and should follow the instructions specified in the enclosed Notice when

preparing your response. The NRC will use your response, in part, to determine whether

further enforcement action is necessary to ensure compliance with regulatory requirements.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter, its

enclosures, and your response to this letter will be placed in the NRC Public Document Room.
