NRC INSPECTION REPORTS 50-237/98011 (DRS); 50-249/98011 (DRS)

Dear Mr. Kingsley:

On March 24, 1998, the NRC completed an inspection at your Dresden Generating Station,

Units 2 and 3. The enclosed report summarizes the results of this inspection.

The inspection was an examination of activities conducted under your license as they relate to

radiation safety and to compliance with the Commission's rules and regulations and with the

conditions of your license. The inspection consisted of a selective examination of procedures

and representative records, observations, and interviews with personnel. Specifically, the focus

. of the inspection was to review the radiological planning and work control processes, the overall

radiological performance, and the effectiveness of the as-low-as-reasonably-achievable

(ALARA) program and associated dose controls for the ongoing Unit 2 refueling outage.

Overall, the radiological control of work activities for the Unit 2 refueling outage (D2R15) was

generally good, with some exceptions related to drywell work coordination and oversight. No

violations of NRC requirements were identified. Good ALARA initiatives and job planning were

instrumental in controlling dose, and efforts to prevent intake of radioactive material and limit

personnel contamination events were generally successful. However, dose goals were

challenged by weaknesses in the scaffolding construction program and associated work control

process, and work scope growth after outage dose goals were established. Radiation work

practices and radiological housekeeping problems occurred early in the outage; however, with

the exception of certain drywell housekeeping and material condition problems, improvements

were noted during the inspection.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and its

enclosure will be placed in the Public Document Room.
