NRC INSPECTION REPORT 50-237/98007(DRS); 50-249/98007(DRS)

AND NOTICE OF VIOLATION

Dear Mr. Kingsley:

This letter refers to the inspection conducted on February 12 through March 5, 1998, at the

Dresden Nuclear facility. The purpose of the inspection was to review portions of your

Measuring and Test Equipment calibration control program and the issues related to Dresden

Station's ability to safely shutdown after a catastrophic failure of the Dresden Dam. At the

conclusion.of the inspection, the findings were discussed with those members of your staff

identified in the enclosed report.

The inspection identified that the station may not be able to meet the provisions described in

Section 9.2.5.3 of the Updated Final Safety Analysis Report (UFSAR) for successfully dealing

with a dam failure coincident with a design basis loss of coolant accident (LOCA). Further, the

station may not be able to meet the provision described in Section 9.2.5.3 of the UFSAR for

successfully dealing with a dam failure under normal operation, using seismic Class I systems

only. Similar concerns had been identified by Dresden Station staff and corrective actions were

  • being evaluated.

Additional information regarding the Dresden design basis was provided by correspondence

. from Mr. J. M. Heffley of your staff on March 31, 1998. This information, along with the

proposed changes to the UFSAR, will be evaluated with respect to the above issues. However,

concerns were identified during the inspection that were not discussed in the March 31 letter.

Specifically, uriresolved items related to the post dam failure, containment cooling service water

pump performance and potential effects of Dresden canal dike failure were identified. Dresden

Station is requested to respond to these issues within 45 days of receipt of this inspection

report.

The Measuring and Test Equipment (M&TE) calibration control program was found to be

effective. M& TE storage controls were adequate and plant temperature instrumentation was

  • properly calibrated~ Additionally, a violation of NRC requirements was identified in that M&TE

calibration records were not specified to be retained as quality assurance records for the

required five years.

The violation is cited in the endosed Notice of Violation (Notice), and the circumstances

surrounding the violation are described in detail in the subject inspection report. Please note

that you are required to respond to this letter and should follow the instructions specified in the *

enclosed Notice when preparing your response. The NRC will use your response, in part, to

determine whether further enforcement action is necessary to ensure compliance with

regulatory requirements.

In accordance with 10 CFR 2. 790 of the NRC's "Rules of Practice," a copy of this letter, its

enclosures, and your response will be placed in the NRC Public Document Room.
