IMPLEMENTATION OF STATION BLACKOUT RULE MODIFICATIONS FOR DRESDEN, UNITS 2 AND 3 (TAC NOS. M97947 AND M97948)

Dear Ms. Johnson:

5()-237 By letters dated September 1 and November 22, 1995, Commonwealth Edison Company (ComEd, the licensee) informed the NRC of unavoidable delays in the completion of the Alternate AC (AAC) power sources being installed at Dresden, Units 2 and 3, to meet the requirement of 1 O CFR 50.63 - Station Blackout (SBO) rule. In the letters, Com Ed committed to complete all SBO modifications before the restart of each unit from the next scheduled refueling outage for each unit. The next scheduled refueling outage for Unit 2 was D2R14 (April 1996) and the next scheduled refueling outage for Unit 3 was D3R14 (December 1996).

The NRC staff reviewed the remaining modifications to be completed in the upcoming refueling outages and what had already been installed at the station to cope with SBO. Based on the licensee's information, the staff concluded that the new schedule for completing the SBO

  • modifications was acceptable. By letter dated December 18, 1995, the staff granted the licensee's request for extending the schedule for completing the SBO modifications. In the letter, the NRC requested that Com Ed provide written confirmation of the completion of the SBO modifications 30 days following the restart of each unit from the upcoming refueling outages.

By letter dated December 17, 1996, ComEd informed the staff that all SBO modifications had been completed for Unit 2 and that the D3R14 refueling outage completion had changed from December 1996 until June 1997. Dresden, Unit 2, restarted from D2R14 on April 15, 1996.

By letter dated September 4, 1997, ComEd informed the NRC staff that all SBO modifications had been completed for Dresden, Unit,3, during D3R14. Dresden, Unit 3, restarted from its refueling outage on June 16, 1997.

ComEd has not been timely in providing the requested 30-day written confirmation on the completion of the SBO modifications. On a similar issue, by letter dated October 8, 1996, ComEd reported on testing and inspection of the Emergency Core Cooling System suction

. strainers required by NRC Bulletin 95-02, "Unexpected Clogging of a Residual Heat Removal (RHR) Pump Strainer While Operating in Suppression Pool Cooling Mode." The confirmations of the test results were to be provided to the NRC with 1 O days following the required testing and inspection. The testing and inspection were completed on May 29, 1996; however, the results

. I were not provided in writing to the NRC until October 8, 1996.
