REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE
Dear Ms. Johnson:
On March 4, 1997, the NRC met with the Commonwealth Edison Company {ComEd, the licensee) to discuss the licensee's request for a technical specification change to use containment overpressure to compensate for a deficiency in net positive suction head for Dresden, Units 2 and 3.
As a result of that meeting, the staff issued a request for additional information {RAI).
Included in ComEd's March 12, 1997, response to.the staff's RAI, were General Electric Company's {GE) affidavit executed by George B. Stramback dated February 6, 1997 and a request to withhold from public disclosure pursuant to 10 CFR 2. 790, a resubmitted proprietary document.entitled, NEDE-30911, SHEX-04 User's Manual, Class II {GE Company Proprietary Information), dated August 1985.
GE stated that the information should be considered exempt from mandatory pUblic disclosure for the following reasons:

Information that discloses a ~rocess, method, or apparatus, including supporting data and analyses, where prevention of its use by General Electric's competitors without license from General Ele~tric constitutes a competitive economic advantage over other companies; (8)
- b.
Information which, if used by a competitor, would reduce his expenditure of resources or improve his competitive position in the design, manufacture~ shipment, installation, assurance of quality, or licensing of a similar product;.
The information 'identified... above, is classified as proprietary because it contains detailed design bases and methods and
. processes regarding the use of analytical models, including computer codes, which GE has developed or modified, and applied to perform evaluations of containment pressurization and heat transfer capability for loss-of-coolant accidents for the BWR.
This detailed level of information normally only is available for GE internal use, is not supplied even to our customers, and only is available for audit by customers and the NRC.

The development, modification and approval of this information and models for these BWR analysis computer codes was achieved at a significant cost, on the order of several hundred thousand do 11 ars, to GE.
The development of the supporting processes, was at a significant additional cost to GE, in excess of a million dollars, over and above the large cost of developing the underlying individual proprietary report information."
We have revi ew.ed your submittal ~nd the material in accordance with the requirements of 10 CFR 2.790 and, on the basis of GE's statements, have determined that the submitted information sought to be withheld contains trade secrets or*proprietary commercial information.
Therefore, we have determined that the document entitled, NEDE-30911, SHEX-04 User's Manual, Class II (GE Company Proprietary Information), dated August 1985, marked as proprietary will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended.
- Withholding f~om public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the document.
If the need arises, we may send copies of this information to our consultants working in this area.
We will, of course, insure that the consultants have signed the appropriate agreements for handling proprietary information.
If the basis for withholding this information from public inspection should change in the future such that the information could then be made available for public inspection, you should promptly notify the NRC. *You should also understand that the NRC may have cause to review this determination in the future, for example, if the scope of a Freedom of Information Act request includes your information.
