SUBJECT:
NRC INSPECTION REPORT 50-237 /97003(DRS); 50-249/97003(DRS) AND
Dear Mr. Perry:
On January 15, 1997, the NRC completed an inspection at your Dresden Nuclear Power
Station, Units 2 and 3. A final telephone exit was conducted on January 23, 1997. The
enclosed report presents the results of that inspection.
Based on the results of this inspection, certain of your activities appeared to be in violation
of NRC requirements, as specified in the enclosed Notice of Violation (Notice). The
violation is of concern because the undocumented installation of a pump in the Unit 2
torus basement was considered to be a change to the facility as described in the Updated
Final Safety Analysis Report without a written safety evaluation to ensure that an
unreviewed safety question did not exist.
In past torus inspections, your staff had identified in.side diameter pitting of the torus .
suppression chamber in both units, for which vendor supplied calculations had been
performed to demonstrate the acceptability of the torus pitting. Due to the short
inspection period, your staff was unable to provide repair records or documented
characterization/evaluation of this pitting as assumed in the bounding calculations. Thus,
the inspector was unable to determine if appropriate corrective actions (pitting repairs
and/or pitting characterization) had been performed as assumed in.the bounding
engineering calculations. As agreed upon by members of your staff, you are requested to
provide a response letter which addresses this* issue within 60 days of the date of this
letter.
You are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. In your response, you should document
the specific actions taken and any additional actions you pl~n to prevent recurrence. After
reviewing your response to this Notice, including your proposed corrective actions and the
results of future inspections, the NRC will determine whether further NRC enforcement
action is necessary to ensure compliance with NRC regulatory requirements.
In accordance with 1 O CFR 2. 790 of the Commission's regulations, a copy of this letter
and the enclosed inspection report will be placed in the NRC Public Document Room.
