MEETING

SUMMARY

OF AUGUST 31, 1994 On August 31, 1994, in a public meeting, the Executive Director for Operations

{EDO) and other senior NRC managers met with the Chief Executive Officer of Commonwealth Edison Company {ComEd) and other ComEd senior management to discuss the plan for sustained long-term performance improvements at the Dresden Station. A list of attendees is enclosed.

ComEd management indicated in the meeting that the improvement trend at the Dresden Station was much too slow. Therefore, the licensee chose to develop and implement a detailed plan for improvement.

The objective of the plan is to focus on the problems at Dresden and accelerate the rate of improvement.

In the meeting, ComEd went through the strategies and objectives of the plan and how the plan was going to be used to measure performance improvement at Dresden.

Due to recent performance problems at both units, ComEd indicated that they have chosen to keep both units shut down until such time as to when the station management has confidence that operators received adequate training in light of recent poor performance, the material conditions of the plant is improved, and the reliability of safety systems is improved.

In the meeting, ComEd shared with the NRC recent changes to the management structure at the site.

The EDO indicated that the staff would review the Dresden improvement plan and would have senior NRC managers visit the site on a regular basis to observe if improvement is being made.
