SUBJECT:
SUMMARY
OF OCTOBER 19, 1994 MEETING On October 19, 1994, a public meeting was held at 1 p.m. between the NRC and ComEd (the licensee}, at ComEd's request, for the licensee to inform the staff of its intent to submit a proposal to the NRC requesting approval of a single emergency operations facility (EOF).
A list of attendees is enclosed (Enclosure 1). Enclosure 2 includes a copy of the meeting agenda and licensee's meeting handout.
Currently the licensee has four EOFs for its six sites and has requested NRC approval to use the corporate EOF (under staff review} as an interim EOF until the near-site EOFs become fully staffed. The licensee's new proposal will be to use the corporate EOF at the Downers Grove Facility as the EOF for all sites. The near-site EOF facilities would be converted to other uses.
The licensee discussed the technical and economic advantages of the proposal. It will be submitted as a cost beneficial licensing action.
The licensee has discussed its proposal with the states concerned.
Under the present arrangement, the states are not co-located with the licensee; consequently they do not object to the proposed changes as long as the present communication and decision making processes are not adversely affected.
The NRC stated that it would consider the proposal when it is submitted.
As part of the submittal, the NRC recommended that the licensee also:
(1) advise and coordinate with the appropriate counties; (2) consult with the Federal Emergency Management Agency to consider the impact on state and county emergency plans; (3) review any similar proposals that may have been submitted to the NRC by other licensees; and (4) use the same approach to developing staffing levels as will be used for the interim EOF.
