The staff has reviewed the relief request.

The staff's evaluation and conclusion are contained in the enclosed Safety Evaluation (SE).

The staff has concluded that the alternative testing proposal in Relief Request PR-19 is acceptable and relief is authorized pursuant to 10 CFR 50.55a(a)(3)(ii).
