TRANSMITTAL OF NRC SAFETY EVALUATION AND REQUEST FOR ADDITIONAL INFORMATION - LASALLE COUNTY STATION, UNITS 1 AND 2, DRESDEN STATION, UNITS 2 AND 3, AND QUAD CITIES STATION, UNITS 1 AND 2 (TAC NOS. M74955, M74~56, M74937, M74938, M74986, AND M74987)

1 Enclosed is the NRC Safety S,v-aluation (SE) for the BWR Owners' Group (BWROG) respons~ to Generic Letter ((~L)_89~!!;; "Request for Act~on ~elated to Resolution of Unresolved Safety 1-s*s*ue(A:W'Safety Impl1cat1on of Control Systems in LWR Nuclear Power Plants' Pursuant to 10 CFR 50.54(f)," dated April 2, 1990.

Based on the staff's review of the BWROG's response and the cost/safety benefit analysis, the staff has concluded that upgrading the existing automatic overfill protection systems to achieve additional separation is not warranted.

Your letters, dated March 23 and June 8, 1990, provided the Commonwealth Edison Company (ComEd) plant specific responses to GL 89-19.

The letter dated June 8, 1990, stated that ComEd has reviewed the BWROG report and verified that the generic aspects of the report are applicable to* the ComEd BWR facilities.

With respect to the LaSalle County Station (LSCS), your letters dated March 23 and April 2, 1990, and the BWROG's report confirmed that LSCS already provides a satisfactory design for the overfill protection and also has the Technical Specifications (TS), procedures, and training addressing all the GL recommendations.

Your confirmation provides an adequate basis to consider our review of your response for LSCS complete.

Further NRC review, if any, will be performed by inspection or audit.

With respect to the Dresden and Quad Cities Stations, we have concluded that more information is necessary to complete our review.

Our review of your submittal dated March 23, 1990, has identified the following items:

Please confirm to the staff, in writing, that these revisions have been made.

ComEd committed to include provisions to periodically verify operability of reactor vessel water level instrumentation and overfill protection logic where necessary. Specifically, ComEd indicated that Dresden would implement a daily instrument check for overfill protection instrumentation and that Quad Cities would implement a daily instrument check and trip logic functional testing every refueling outage by August 1, 1990.

Please confirm to the staff, in writing, that these changes have been implemented and describe how the daily instrument check is equivalent to the typically monthly channel functional test.

ComEd committed to propose new TSs which would include provisions to periodically verify reactor pressure vessel overfill protection operability, ensure overfill protection is operable during power operation, and specify Limiting Conditions for Operation prior to startup from the Dresden and Quad Cities outages which began September 1990 and October 1990, respectively. These TS changes have yet to be submitted to the staff.

Please provide your response to the above request for information and submit reactor vessel overfill protection TSs for Dresden and Quad Cities as agreed to with Mr. Pete Piet of your staff by October 1, 1994.

The information requested by the letter is within the scope of the overall burden estimated in GL 89-19, which was a maximum of 240 person hours per licensee response.
