SUMMARY
OF MAY 26, 1994 On May 26, 1994, in a public meeting, the NRC staff met with representatives from CECo and the Boiling Water Reactor Owners Group (BWROG) to discuss the core shroud cracking specific to Dresden and Quad Cities, and generically discuss reactor vessel internals cracking in boiling water reactor (BWR) plants. A list of attendees is enclosed (Enclosure 1).
The meeting was divided into morning and afternoon sessions.
The morning session was transcribed. is a copy of the transcript.
The morning session was a high level discussion between senior NRC and CECo and industry management.
During the session, CECo discussed the core shroud inspection at the Dresden and Quad Cities Stations and the extent of cracking found during the inspection.
In addition, the licensee discussed the aspects of safe operation with degraded core shroud and repair options to the shroud. is a copy of CECo's handout.
The BWROG addressed on a generic basis, cracking of core shroud and other BWR reactor vessel internals. is a copy of the BWROG's handout.
The afternoon session was a specific discussion on the result of the Dresden and Quad Cities core shroud inspection and the licensee's options on restarting without repairing the shroud and the possible repair option.
The NRC staff identified a concern that asymmetric depressurization could create lateral loading on the core shroud resulting in displacement, rotation, or local deformation of the shell that could open a pre-existing crack.
CECo indicated in the meeting that an evaluation concerning this would be provided to the staff for review.
