SUBJECT:

MEETING WITH THE RADIATION PROTECTION MANAGERS OF DRESDEN,

LASALLE, AND QUAD CITIES STATIONS

This refers to a meeting on March 3, 1994, between C. D. Pederson and other

members of the NRC staff and the Radiation Protection Managers {RPMs) of your

Dresden, LaSalle, and Quad Cities facilities. This meeting was held as a

followup to an initial meeting held on October 18, 1993, to continue

discussions on poor radiation program performance and management involvement

with station radiation protection programs at each of these three plants.

Enclosed is the inspection report summarizing the meeting and a copy of the

meeting agenda.

The meeting involved candid discussions of each plant's challenges and

involvement by each station's newly appointed Technical Services

Superintendent.

We appreciate the participation of the Commonwealth Edison

personnel and find these meetings quite valuable in collectively understanding

the course of action each plant is taking to address our concerns with their

radiation protection programs.

As discussed at the meeting, many of the

problems identified by Region III have been mainly due to a lack of active

involvement by senior managers with each station's radiation protection

program.

We strongly urge you to ensure that senior management play an active

role in thelradiation protection programs.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this and the enclosure will be placed in the NRC Public Document Room.
