RESPONSE TO GENERIC LETTER 92-04, "RESOLUTION OF THE ISSUES RELATED TO REACTOR VESSEL WATER LEVEL INSTRUMENTATION IN BOILING WATER REACTORS," DRESDEN NUCLEAR POWER STATION, UNITS 2 AND 3, LASALLE NUCLEAR POWER STATION, UNITS 1 AND 2, AND QUAD CITIES NUCLEAR POWER STATION, UNITS 1 AND 2 (TAC NOS. M84276, M84277, M84285, M84286, M84298, AND M84299)

This letter acknowledges the receipt of your response to Generic Letter (GL) 92-04, dated September 28, 1992.

GL 92-04 was issued to all boiling water reactor (BWR) licensees on August 19, 1992.

The GL requested licensees to promptly assess the impact on their facilities of a potentially erroneous level indication due to non-condensable gases, and to implement compensatory measures and long-term corrective actions, as necessary.

Based on your response, we find the following acceptable:

1.

Commonwealth Edison Company's (CECo) review and acceptance of the BWR Owners' Group (BWROG) generic analysis as being applicable to Dresden, Units 2 and 3, LaSalle, Units 1 and 2, and Quad Cities, Units 1 and 2.

This acceptance by the NRC was made based on the current licensing basis for Dresden, Units 2 and 3, LaSalle, Units 1 and 2, and Quad Cities, Units 1 and 2, without any consideration of potential conservatisms.

CECo's endorsement of the BWROG commitment as outlined in the BWROG letters dated August 12, 1992, and September 24, 1992, regarding schedule and plans for actions to address postulated errors in BWR water level instrumentation.

3.

CECo's endorsement of the BWROG Emergency Procedures Committee guidance letter dated August 19, 1992.

This letter provides guidance for operator action in the event of level indication errors due to non-condensable gases during reactor pressure vessel depressurization.

We also understand you have sensitized your operators to these potential errors consistent with the BWROG guidance.

GL 92-04 requested that long-term actions, including any hardware modifications, be completed at the first refueling outage starting three months after the date of the GL.

Your response indicated that CECo endorsed the BWROG program for assuring high functional reliability for the long-term, and that a schedule would be provided to the NRC in August 1993 if the BWROG program indicated that modifications were necessary.

Based on information reviewed from the BWROG test program, the staff determined generically that immediate compensatory measures and prompt hardware modifications were necessary to assure compliance with existing NRC rules and regulations.

The staff issued NRC Bulletin 93-03 (the Bulletin) on May 28, 1993.

The Bulletin requested hardware modifications be implemented at the next cold shutdown after July 30, 1993.

The long-term actions of the Bulletin are the same long-term actions requested in GL 92-04.

The staff will, therefore, complete its review of CECo's long-term actions once they are provided in accordance with the schedule established in the Bulletin.

This completes staff actions regarding GL 92-04.

Any additional review of the BWR reactor pressure vessel level instrumentation issue for Dresden, Units 2 and 3, LaSalle, Units 1 and 2, and Quad Cities, Units 1 and 2, will be conducted under a separate TAC for the Bulletin.
