SERVICE WATER SYSTEM OPERATIONAL PERFORMANCE INSPECTION

(50-237/93008(DRS); 50-249/93008(DRS))

This refers to the service water system operational performance inspection

(SWSOPI) conducted by Mrs. Sonia D. Burgess and others of this office on March

29 through April 30, 1993.

The inspection included a review of authorized

activities for your Dresden Nuclear Power Station.

At the conclusion of the

inspection, the findings were discussed with C. W. Schroeder and members of

_your staff identified in the enclosed report.

The enclosed copy of our inspection report identifies areas examined during

the inspection.

The team assessed the service water system's (SWS)

operational performance.

In particular, the team reviewed in detail, the

SWS's design, maintenance, operation, surveillance and testing.

The team also

assessed the planned or completed actions for Dresden in response to Generic

Letter (GL.) 89-13, "Service Water System Pro bl ems Affecting Safety Re 1 ated

  • Equipment," issued on July 18, 1989.

The team considered Dresden's SWS des)gn and operation, excluding the reduced

CCSW flow issue (report 50-237/92034; 50-249/92034), satisfactory. Hqwever,

the team identified a weakness with the lack of timely corrective action to

address deficiencies identified in three service water system self

assessments.

Many of the deficiencies were the same as those identified by

the NRC SWSOPI team.* Weakness were also identified in the inservice testing

program for valves in the SWS and in operator actions to verify proper local

dtesel generator operation during training simulations.

Your initial efforts to implement the guidelines of GL 89-13 were weak, and in

some cases did not meet the GL's intent.

As identified by your staff prior to

this inspection, several of your GL 89-13 commitments were not met.

Recent

program changes, coupled with new procedures addressing program weaknesses-

should ensure GL issues are properly addressed.

Although weaknesses were identified, the SWS's overall condition appeared

capable of completing the safety function required by the design basis.

Operations personnel were knowledgeable and well trained in system performance

and operation.

The reliability centered maintenance effort for the SWS was

considered thorough and beneficial in improving system preventive maintenance.

Based on the results of this inspection, the lack of testing certain valves in

your !ST program appeared to be in violation of NRC requirements as specified

in the enclosed Notice of Violation (No_tice).

You are required to respond to this letter and should follow the instructions

specified in the enclosed Notice when preparing your response.

In your

response, you should document the specific actions taken and any additional

actions you plan to prevent recurrence.

In addition, the report addresses a

number of unresolved issues and inspection followup items.

We request that

you also address each of these items along with your reply to the cited

violation identified in the enclosed Notice. After reviewing your response to

this Notice, including your proposed corrective actions and the results of

future inspections, the NRC will determine whether further NRC enforcement

action is necessary to ensure compliance with NRC regulatory requirements .

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511. _
