Dear Mr. DelGeorge:

This refers to the inspection conducted by M. Leach, M. Peck, A. M. Stone,

R. Langstaff, and I. Yin of this office, and by R. Zuffa of the Illinois

Dep~rtment of Nuclear Safety, on February 5 through March 15, 1993.

The

inspection included a review of activities authorized for your Dresden Nuclear

Station, .LJnits 2 and 3, facility.

At the conclusion of the inspection, the

findings were discussed with those members of your staff identified in the

enclosed report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice of Violation

(Notice).

The violation, discussed in paragraph 4.a. of this report, is of

concern because of the repetitive failures to follow out-of-servite

administrative controls.

You are required to respond to this letter and should follow the instructions

specified in*the enclosed Notice when preparing your response.

In your

response, you should document the specific actions taken and any additional

actions you plan to prevent recurrence of failures to follow your out-of-

service administrative controls. After reviewing your response to this

Notice, including your proposed corrective actions and the results of future

inspections, the NRC will determine whether further NRC enforce~ent action is

necessary to ensure compliance with NRC regulatory requirements.

During this inspection, certain other activities appeared to be in violation

of NRC requirements.

The non-cited violations (NCVs) described in paragraphs

4.a. and 7.a. of the enclosed inspection report were categorized as Severity

Level V and are not being cited because the criteria specified in Section

VII.B.(l) of the "General Statement of Policy and Procedures for NRC

Enforcement Actions," (Enforcement Policy, lQ CFR Part 2, Appendix C), were

satisfied.

In addition, certain of your activities appeared to be a deviation from

commitments which you made in previous correspondence with the commission.

The torus radiation monitors were not maintained operable as committed to in

your response to Regulatory Guide 1.97, revision 3, "Instrumentation for

light-water-cooled nuclear power plants to assess plant conditions during and

following an accident."

Please provide us within 30 days from the date of this letter a written

statement in accordance with the instructions specified in the enclosed Notice

of Deviation.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.

We will gladly discuss any questions you have conce~ning this inspection.
