Dear Mr. O'Connor:
WASHINGTON, D. C. 20555 February 5, 1993 On January 26-28, 1993, NRC senior managers met to evaluate the nuclear saf~ty performance of operating reactors, fuel facilities, and other materials _
licensees.
The NRC conducts this meeting semiannually to determine if the safety performance of the various licensees exhibits sufficient weaknesses to warrant increased NRC attention.
In addition, at this meeting, senior managers identify specific plants that have demonstrated a level of safety performance that deserves formal recognition.
At the January 1993 Senior Management Meeting, both Zion and Dresden Stations were discussed.
Based on the improvement in performance at the Zion Station, it was concluded that continued close monitoring of its performance is no longer warranted.
However, Dresden Station continued to be categorized as requiring close NRC monitoring.
Summaries of these discussions are provided below:
Zion Station Units 1 and 2 Development and implementation of programs to improve performance at Zion Station have resulted in improved overall performance and station material condition. It is our view and expectation that improvement will continue and will be sustained.
The execution and control of both power and shutdown operations and activities are noted. Also, we are encouraged by your commitment to provide appropriate resources to the station and by your progress in improving station management, material condition, teamwork, planning and scheduling, shutdown risk, and radiological controls.
We also recognize your commitment to further improve Zion Station performance, Based on these considerations, it was concluded that close NRC monitoring of Zion Station is no longer warranted.
Dresden Station Units 2 and 3

Generally, the NRC's inspection and overview activities have determined that the Dresden Station performance is improving.
However, it is our view that further improvement is needed.
Also, the results of perceived improvements to date need to be demonstrated by successful outage activities execution and further sustained periods of good operating performance.

Mr. James J. O'Connor February 5, 1993 your reorganization and the associated implementation of revised management systems and controls needs to be demonstrated.
Your plans to continue allocation of resources to station improvements are appropriate.
Noteworthy areas where improvements are progressing well and/or now appear effective include planning and scheduling, procedure upgrade, and work control.
On the other hand, equipment condition and personnel errors merit close, continuing attention.
The new staff members assigned to Dresden Station should enhance your improvement efforts.
Based on these considerations, the NRC plans to continue to closely monitor the programs and performance at Dresden Station to assure continued progress.
An NRC Commission meeting, open to the public, has been scheduled to be held in the Commission Conference Room on February 9, 1993, at 2:30 p.m.,
Rockville, Maryland, to review the results of the latest meeting of NRC senior managers.
Mr. A. Bert Davis, the Region III Administrator, has discussed the bases for our conclusions with regard to Zion Station Units 1 and 2 and Dresden Station Units 2 and 3 with members of your staff.
