License Nos. DPR-19; DPR-25 During an NRC inspection conducted on S-eptember-16 through November 9, 1992, a
- deviation of your commitment to augment plant operator training to address motor operated valve coricerns was id~ntified. In accordance with the "General Statement of Policy ~nd Procedure for NRC Enforcement Actions,"
10 CFR Part 2, A~peridix C (1992), the deviation is listed below~
The respon~e to Generic Letter 89~1~, Supplement 3, "Consideraiion bf the Results of NRC Sponsored Test and Motor Operated Valves,"' dated March 11, 1991, stated a number bf moto~ operated valves had been determined.to be deficient.
Included in the response was a plant specific Safety Assessment verifying generic safety assessments, performed by the NRC and the BWR Owner Groµp, were applicable to Dresden. - Item 3 of the Safety Assessment, "Conduct
. of Training," stated plant operator training would be au~mented to address the motor operated valve concerns; including discussions regarding the potential for incomplete closure of the subject motor operated valv~s.
. Contrary to the above, as of October 10, 1992, the stated plant operator training was not perfotmed.

writing within 30 days of the date of this Notice, the reasons for the deviation, th~ corrective st~ps which have been taken and the results achieved, the corrective steps which will be taken to avoid fu~ther deviations, and the date whe~ your corrective action will be completed.
Where good cause is shown, consideration will be given to extending the response time.
