This refers to the special inspection conducted by W. Rogers, M. Peck,

K. Shembarger, A. Madison, and P. Lougheed of this office, on March 23 through

May 1, 1992.

The inspection included a review of activities at your Dresden

Nuclear Power Station, Units 2 and 3.

At the conclusion of the inspection,

the findings were discussed with those members of your staff identified in the

enclosed report.

Areas examined during the inspection are identified in the report.

The

purpose of this inspection was to review previously identified items-regarding

(1) the failure of a reactor recirculation discharge valve to close,

(2) flooding concerns relative to the diesel generator cooling water pumps~

and (3) recurrences of previous violations. Within these areas, the

inspection consisted of selective examinations of procedures and

representative records, interviews with personnel and observations of

activities in prog~ess.

Based on the results of this inspection, five apparent _violations were

identified and are being considered for escalated enforcement action in

accordance with the "General Statement of Policy and Procedure for NRC

Enforcement Actions" (Enforcement Policy}, 10 CFR Part 2, Appendix C (1991). *

The apparent violations in~olve: (1) Inoperability of the low pressure

coolant injection system, (2} Failure to have procedures as required by 10 CFR

Part 21, {3} Quality assurance program deficiencies in the area of motor

operated valve testing, and (4) Inoperability of the Unit 2/3 diesel generator

under cribhouse flooding conditions, and {5} Deficiencies in the corrective

actions program involving failure to correct a condition adverse to quality

and ineffective corrective actions to previous violations. Accordingly, no

Notice of Violation is presently being issued for these inspection findings.

In addition, please be advised that the number and characterization of

apparent violations described in the enclosed inspection report may change as

a result of further NRC review.

An enforcement conference to discuss these apparent violations has been

scheduled for May 27, 1992, at 1 p.m. (COT).

The purposes of this conference

are to discuss the apparent violations, their causes, and safety significance;

to provide you the opportunity to point out any errors in our inspection

report; to provide you an opportunity for you to present your proposed

corrective actions; and to discuss any o~her information that will help us

determine the appropriate enforcement action in accordance with the

Enforcement Policy.

In particular, we would like for you to be prepared to

address your plans to improve your corrective actions program to ensure that

the corrective actions for these apparent violations will be effective in

preventing recurrences in the future.

You will be advised by separate

correspondence of the results of our deliberati.ons on this matter.

No

response regarding these apparent violations is required at this time ..

During this inspection, certain other -0f your activities appeared to be in

violation of NRC requirements.

However, as described in the enclosed

inspection report, the violations were categorized at Severity Level V, and

are not being cited because the criteria specified in Sectton V.A of the

Enforcement Policy (1991) were satisfied.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of

this letter, and the enclosed inspection report, will be placed in the NRC

Public Document Room.

We will gladly discuss any questions you have concerning this inspection.
