SAFETY EVALUATION RELATED TO*REVISION 4 OF THE INSERVICE TESTING PROGRAM FOR DRESDEN, UNITS 2 AND 3 (TAC NOS. M81165 AND M81166)

The staff issued a Safety Evaluation* (SE) for Dresden's inservice testing (IST) program for pumps and valves on July 25, 1990.

The SE contained fifteen items which Commonwealth Edison Company (CECo) was requested to address within a specific period of time.

Your responses to all of the items were contained in two submittals, identified as Revision 4 to your IST program, dated July 17, 1991, and October 4, 1991.

The staff has reviewed CECo's responses to the items and the results of this review are provided in the enclosed SE.

Relief is granted as indicated in the SE.

The staff has determined in granting these relief requests, pursuant to 10 CFR 50.55a(a)(3)(i) and (g)(6)(i), that the proposed alternative testing would provide an acceptable level of quality and safety, or that the ASME Code requirements at issue are*

impractical for your facility. The staff has further determined that the relief granted is authorized by law and will* not endanger life or property or the common defense and security and is otherwise in the public interest.

You should comply with the relief as stated in the SE, and respond to any items as requested.

The staff has not received your submittal for the third ten-year interval which began on March 1, 1992.

However, the items discussed in the enclosed SE should be included in the revised program submittal for the third ten-year interval. For Pump Relief Request PR-7, an interim period of one year from the date of this letter has been approved to allow you time to further investigate and P.rovide information on the acceptability of the vibration absolute limits for the high pressure coolant injection pumps.

This interim period may apply into the third ten-year interval, if necessary. Otherwise, the granting of relief for the second ten-year interval expired February 29, 1992.

For the ~evised IST program, for the third ten-year interval, CECo is requested to provide the NRC staff with a description of the process used in j}J~

developing the IST program.

The submittal should include, as a minimum, details of the documents used, the method of determining if a component
