This refers to the inspection conducted by W. Rogers, M. Peck, f. Brush,
P. Lougheed, and M. Kunowski of tMs office and assisted by R. Zuffa of the
Illinois Department of Nuclear Safety on December 7, 1991, through
January 17, 1992. This inspection included a review of activities at Dresden
Nuclear Power Station, Units 2 and 3, as authorized by NRC Opera~ing License
At the conclusion of the inspection, the findings
were dis~ussed with Mr. C. Schroeder and others of your staff.
Areas examined during the inspection are identified in the enclosed report.
Within these areas, the inspection consisted of a selective examination of
procedures and representative records, observations, and interviews with
personnel *.
During this inspection, certain of your activities were in violation of NRC
requirements, as specified in item *1* of the enclosed Notice. The inspection
showed that actions had been taken to correct this violation and to prevent
recurrence. Our understanding of your corrective actions is described in
Section 9 of the enclosed inspection report. Consequently, no reply to this
v;~lation is required and we have. no further questions regarding these matters
at this time. With regard the first example of violation *A*, personnel
perfonning recreational activities in radiologi"cal control areas, your plant
manager stated at the exit that such activities by his personnel were
unacceptable.
We strongly agree with his observations on this matter.
Additionally, we have completed evaluating the apparent violation discussed in
the cover letter for Inspection Report No. 50-237/91024.
The activities were
in violation of NRC requirements, as specified in item *2* of the enclosed
Notice. A written response is required.

Finally, we have concluded that a violation was not warranted for unresolved
item No. 50-237/90022-02, and closed it d~ring this inspection period
(reference section 2.c of the enclosed report). - * *
In accordance with 10 CFR 2.790, of the Conunission's regulations, a copy of
this letter, the enclostires, *and your response to this letter will be placed
in the.NRC Public* Document room.
The responses directed .,by this letter and the acco111panying Notice are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-SU.
