This refers to the special safety inspection conducted by W. Rogers, M. Peck,
and M. Huber of this office on October 20, 1991, through January 14, 1992.
This inspection included a review of activities at the Dresden Nuclear Power
Station, Unit 2, as authorized by NRC Operating License No. DPR-19.
At the
conclusion of the inspection, our findings were discussed with Mr.
C. Schroeder and those members of your staff identified in the enclosed
report.
Areas examined during the inspection are identified in the report.
Specifically, we examined the circumstances surrounding the Unit 2 reactor
recirculation discharge valve failure to close. This failure rendered the low
pressure coolant injection system inoperable.
No violations of NRC requirements were identified during the course of this
inspection.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
