INSERVICE INSPE<:TION PROGRAM UPDATE, DRESDEN UNITS 2 AND 3 (TAC NOS. M80350 AND M80351)

By letter dated April 25, 1991, Commonwealth Edison Company (CECo) requested approval to use the 1989 Edition of Section XI of the ASME Code and the Articles for Repair, Pressure Testing, and Replacement of the 1989 Addenda for the inservice inspection program update for Dresden Nuclear Power Station, Units 2 and 3.

Based on the requirements of 10 CFR 50.55a(g)(4)(ii), the code edition and addenda to which the updated program should comply is the 1986 Edition.

However, 10 CFR 50.55a(g)(4)(iv) states, in part, that inservice examinations of components and system pressure tests muy meet the requirements set forth in subsequent editions and addenda of Section XI that are incorporated in paragraph (b) of 10 CFR 50.55a subject to limitations and modifications listed in paragraph (b) and subject to Co1TU11ission approval.

CEC0 1s request is based partially on information supplied by the staff regarding the status of proposed rulemaking for 10 CFR 50.55(a) in which the 1989 Edition of Section XI has been incorporated and the fact that the third ten-year inservice inspection interval for Dresden Nuclear Station, Units 2 and 3, begins March 2, 1992.

It should be noted that the proposed rulemaking does not incorporate the 1989 Addenda of Section XI in paragraph (b) of 10 CFR 50.55(a).

Based on the review of CEC0 1s request, the staff concluded that approval should be granted to use the 1989 Edit~on of Section XI of the ASME Code for the updated inservice ir.spection program for Dresden Nuclear Station, Units 2 and

3. Cur conclusion was based on the fact that the subject edition has been reviewed by the staff and has been accepted for incorporation in paragraph (b) of 10 CFR 50.55a in the proposed rulemaking.

In addition, the staff agrees with CEC0 1s comment that the 1989 Edition of Section XI clarifies some of the requirements contained in the 1986 Edition. Its use for the updated ten-year inservice inspection program for Dresden Nuclear Station, Units 2 and 3, would, therefore, benefit both the licensee and the NRC by eliminating unclear requirements.

The review of the Addenda of Section XI has not been completed by the staff f'l/~4;~.

and is not part of the proposed rulemaking.

For this reason, the staff can neither approve nor recommend its use in the updated program.*
