October 28, 1991 In a letter from Mr. Cordell Reed to Mr. E. L. Jordan dated April 20, 1989, the Commonwealth Edison Company volunteered to participate in the

  • implementation of the Emergency Response Data System (EROS) at your facilities. Since that time, the efforts of your personnel in cooperation with our implementation contractor have resulted in the establishment of an EROS 1 ink at your Byron, Braidwood, Dresden, LaSalle, Quad Cities, and Zion power stations.

I have recently been informed that all operational testing of the EROS links at all CECO Units has been satisfactorily completed.

The EROS links at these stations are, therefore, considered operational and should be implemented in your emergency response planning as soon as possible.

Based upon discussions with Mr. Larry Duchek, we understand that configuration.control measures, as described in NUREG-1394, Revision 1, have been established to maintain the CECO plant data bases in EROS.

We also understand that Emergency Plan Implementing Procedures for EROS have been implemented at all CECO Stations and that CECO is prepared to utilize EROS to transmit emergency data as required by the recent change to 10 CFR 50.72. Since the EROS program implemented on your computers will not recognize a link termination message from the NRC EROS, it will be necessary to maintain personnel available to secure your EROS feed, whenever it is in use, upon request from the NRC.

A comprehensive plan to conduct quarterly testing for all EROS participants is being developed.

You will be notified of these testing requirements in the near future.

As part of the routine inspection program, the regional staff may monitor your participation in the EROS program.
