REPLACEMENT OF REACTOR WATER CLEANUP (RWCU) PIPING IN RESPONSE TO GENERIC LETTER 88-01, DRESDEN, UNITS 2 AND 3 (TAC NOS. 80352 AND 80353)
In the staff safety evaluation of your responses to Generic Letter 88-01 transmitted in a letter dated August 23, 1990, the staff requested that Commonwealth Edison Company (CECo) modify the Inservice Inspection Program for Dresden, Units 2 and 3, to address RWCU piping outboard of the isolation valves.
In your letter dated April 29, 1991, you indicated that CECo is pursuing replacement, rather than inspection, of the subject RWCU system piping for each unit over a two refueling outage period in accordance with the following schedule:
Unit 2 -
Refueling outage following completion of cycle 14 (Spring 1994)
Refueling outage following completion of cycle 15 (Fall 1995)
Unit 3 -
Refueling outage following completion of cycle 13 (Spring 1993)
Refueling outage following completion of cycle 14 (Fall 1994)
In your letter it was also stated that the subject RWCU piping would not be inspected prior to replacement.
The staff has reviewed your response and determined that replacement of the RWCU system piping outboard of the isolation valves goes well beyond the requirements contained in the staff's safety evaluation of your response to Generic Letter 88-01.
We have also concluded since you have committed to this replacement program, there is no need to perform inspections prior to replacement and that the schedule for replacement over two refueling outages, as stated above for Dresden 2 and 3, is acceptable.
As previously discussed with you, the staff requests that four (4) welds in the piping to be replaced, be ultrasonically tested (UT) either before or after removal from Dresden 3 during the refueling outage following completion of cycle 13.
The welds to be examined should not be chemically decontaminated either before or after examination, if possible.' It is also requested that the UT results be provided to the staff prior to disposal of the sections of the piping examined.

.your estimated completion schedule should occur, and when the replacement of this piping has been completed and the system is fully operational.
Should CECo decide not to replace the RWCU piping, an inspection program should be developed and initiated starting with the next refueling outage for each unit.
