11 CONS IDERATION OF THE RE SUL TS OF NRC-SPONSORED TESTS OF MOTOR-OPERATED VALVES 11 (TAC NOS. 77772, 7777?, 77794, 77795, 77781, AND 77782)

By letter dated March 11, 1991, you submitted a response to th~ 120~day, 10 CFR 50.54(f), reporting requirements of GL 89-10, Supplement 3, for Dresden, Quad Cities, and LaSalle. After reviewing your response, the staff has concluded that the additional information identified in the enclosure is necessary to make a safe!y determination regarding the subject motor-operated valves.

Response to the enclosed Request for Additional Information. (RAI) is requE:sted within 30 days from receipt of this letter.

This request is covered by Office of Management and Budget Clearance Number 3150-0011, which expired June 30, 1991. A clearance extension for Part 50 is under review by OMB and is expected to be granted.

The estimated average burden hours are 80 person-hours per licensee response, including searching data sources, gathering and analyzing the data, performing data evaluations, and preparing the required letters. (These estimated average burden hours pertain only to the identified response-related matters and do not include the time for actual implementation of the requested action.) Identify any modifications (e.q., torque switch settinq.

adjustments, qearinq.chanqes, or motor/actuator replacement) for each MOV within the scope of Supplement 3 to GL 89-10 since June 1990 or planned for the future.

Provide current torque switch settinqs, torque switch bypass, differential pressure, information necessary to confirm motor adequacy, and whether particular valves are flex wedge, split wedge, or parallel disk gate design for each MOV within the scope of Supplement 3.

In that you consider the Anchor Darling flex wedge and split wedge gate valves to be unpredictable, how do you plan to size the motor operator and set the torque switches for those valves?

In Information Notice 90-72 (November 28, 1990), "Testing of Parallel Disc Gate Valves in Europe," the NRC staff indicates that foreign utilities are using a valve factor of 0.4 for a new German design of parallel disk gate valve.

How do you plan to confirm the. sizing of the motor operator and its torque switch settings for the parallel disk design in your valves?

How have you addressed the rate of loading phenomenon in MOV sizing and torque switch settings?
