INSERVICE TESTING PROGRAM RELIEF REQUEST VR-25 FOR DRESDEN, UNITS 2 AND 3 (TAC NOS. 79966 AND 79967)

In a letter dated March 13, 1991, Commonwealth Edison Company (CECo) submitted relief request VR-25 to the Inservice Testing (IST) program for Dresden, Units 2 and 3.

This request pertained to the use of the 1986 Edition of the ASME Code (Section XI) for determining the high pressure setpoint limits for sample expansion during main steam safety valve testing in the "as found" condition.

Since the 1986 ASME Code Edition only provided acceptance criteria for high pressure setpoint limits, in a letter dated April 9, 1991, you provided a revision to relief request VR-25 that included a low pressure setpoint limit.

The low "as found" pressure limit for sample expansion approved in the staff's Safety Evaluation (SE), which is enclosed, is based on discussions with your.

staff on May 9, 1991, during which CECo agreed that a minus 3% low pressure.

setpoint limit for sample expansion is appropriate.

In the SE on relief request VR-25t the. staff has determined in granting relief, pursuant to 10 CFR 50.55a(a)(3)(iJ and (g)(6)(i), that alternative testing would provide an acceptable level of quality and safety, and it is authorized by law and will not endanger life or property or the common defense and security.and is otherwise in the. public interest.
