- This refers to.your letter dated September 19, 1980, submitted in response to our letter dated August 18, 1980, which requested additional information relative to th:e IE Bulletin 79-14 evaluations that were performed for your operating nuclear power plants.
We consider your Dresden and Quad Cities responses to items 1 and 3 of our letter to be unacceptable, in that the information requested, and which CECo agreed to provide, was not included.
The operability criteria of a maximt.im primary pipe stress during the SSE loading condition of 2.4 Sh for all safety related seismic category systems, including those systems that were previously analyzed using curve, table, or chart method, was established by the NRC-NRR:Mechanical Engineering Branch
(~!EB) and concurred with by our headquarters.
The NRC has had numerous discussions with your technical staff regarding the 2.4 Sh criteria.
In an effort to resolve this matter, additional discussion with members of your staff was conducted on November 18, 1980.
It was concluded that the Control Rod Drive System is within the scope of IE Bulletin 79-14 and that there should be a meeting between representatives of your organization and the NRC staff to discuss IE Bulletin 79-14 operability criteria including the results of your evaluation now in progress.
This meeting is tentatively scheduled for the second week in December 1980.
The exact time and place will be confirmed by telephone.
Commonwealth Edison Company We will. examine the additional information presented for the Zion Station during subsequent inspections.
