Dear Mr. Peoples:

January 9, 1980 As your are aware, the Senior Seismic Review Team (SSRT) report on the seismic review of Dresden 2 has been essentially completed.

Included in that report are the results of certain calculations made to confinn the seismic resistance of the plant. Additional time and effort was necessitated to evaluate the impact of revised building parameters which were reported by your consultant, John A. Blume Associates. Our computations reflecting the revised properties showed changes in the forces and stresses in the reactor-turbine building and in the floor response spectra for equipment.

The evaluation providing our reassessment that takes into account these changes will be completed soon.

The SSRT computations are intended to provide estimates for checking the seismic resistance capability of Dresden 2. It is not practical for the NRC or the SSRT to check and/or recompute all building parameters such as moments of inertia and shear areas. Therefore, the SSRT evaluations generally assumed that the values originally computed by the Blume organization were correct.

The increase of the lower story turbine building design parameters by several orde.rs of magnitude over the corresponding values provided and used in our analyses lead us to request confinnation of other parameters throughout the reactor-turbine building complex.

Therefore, we request that you undertake an evaluation of the reactor-turbine building design parameters to verify both the originally reported values and those recently changecl to assure the validity of the data used in the SSRT evaluation. This evaluation should be based upon as-built geometry if this information is available.

On October 11, 1979, the NRC staff and NRC consultants met with your represen-tatives to discuss various open issues associated with the mechanical and electrical evaluations which were developed as a result of the SSRT review.

These issues are documented in Enclosure 3 of the meeting summary dated November 1, 1979.

Subsequent discussion between our staffs indicate that you have initiated steps to address these issues.

We request that you provide for our review an updated status report along with a detailed action plan for resolving the remaining open issues including the
