By letter dated October 10, 1979, we requested* that you submit upd~ted emergency plans using the fonnat o.f Regulatory 6u1de 1.101**
We stated that the staff would evaluate.these updated ~rgency plans aga1ns~ the requirements of Appendix E to JO.CFR Part 50, the regulatory positions set forth in Regulatory Guide 1.101, and the a¢ceptance criteria cqn-tained 1n Emergency Planning Review Guide11nes:Nurnber One - Rev1s1tjn One, dated September 7, 1979 (an enclosure to our October 10, 1979 i
- letter). Subsequently, the staff met with Corm,ionwealth Edison Com~any (CECo) representatives on October 30 and 31 and November 2, 1979 to discuss our review of the CECo Generating Stat1on Emergency Plans GGSEP).
The enclosure to this letter identifies the specific items that s1l9uld be addressed in updating your GSEP to meet the currently applicable requirements.

The scope of such an exercise should test 'as much of the emergt:rKy p*lans as is reasonably achievable without involving ful) public participation.
Def~nitive performance criteria should be.:established for all levels of
.i participation to assure an objective evaldatioh.
This joint test exercise wi 11 be scheduled about* once every 5 years'.

The site emergency plans must incorporate ~he e~ergency classes, the 1*
initiating conditions, and the immediate actions identified in NUREG-0610.
The example initiating conditions for each class should be supplemented, where possible, by the specific plant inst~umentation readings which will initiate the emergency class.

Identify by meaQs of a block diagram the interfaces between the oniite center for emergency activities, licensee ryeadquarters support, local services support, and State and local gove~nment response organizations.
The diagram should also identify the types:of communication available I

Onsite emergency organizations with special attention to th2 ons~te health physics organization for all 'shifts.
- c.
Plant Staff Assignment as per RG 1.101, i.e., operations, radiation survey and monitoring, shift technical ad~isor, communicators, and security.
- d.
Site map indicating site evacuation routes,.site personnel relocation and accountability, and monitoring of ~itk evacuees.
- e.
Roadway/traffic control measufes of roads under the control of the licensee.
- f.
O'nsite communications system (block diagr~m) to State, local and off's i te EOC, ons i'te techni c~ l support center and on~ i te support group center.
