Based on the information transmitted during the referenced conference calls, it is our understanding that the Commonwealth Edison Stations have the following features:.

Dresden Unit

l. Prior to the end of the current outage, the rupture disc in the ~jstem will be backed by an in-series relief valve.

The relief valve will vent to the air ejector room which has a design ventilation flow of 300 scfm.

2.

Procedures exist which prohibit bypassing the recombiner.

3.

The drain in the exhaust end of the delay line is piped from the low

- point in the delay line to a drain tank which vents back to the delay lin~.

Dresden Units 2 & 3

l. The rupture discs were to be backed by in-series relief valves, but it has now been decided to install bl ind flanges in place of the rupture discs.

The installation will occur in Unit 2 during the March 1979 refueling outage and in Unit 3 during the spring 1980 refueling outage.

2.

Procedures exist which allow bypassing the recombiners only during an emergency.

The solenoid valves on the drain lines which contain loop seals (from the delay line and HEPA filters) are closed on a high radiation alarm in ~he delay line.

4. The plant procedures will be modified to close the valves in item 3 im-mediately following a pre'ssu~e transient in.. the off-gas system caused by an in-ternal detonation or burn.

These valves will be reopened only after ~erification that the loop seals are intact.

The changes will be made by Jurie l, 1979.

Quad Cities Units l & 2

1.

The plant has committed to modify the rupture discs in the air ejector rooms.

The decision on what type of modification has not been made but either blind flanges or in-series relief valves will be installed.

The modifications will occur during the next regularly scheduled refueling outages at each Unit.

These outages are currently scheduled for the fall of 1979 for Unit 2 and the fall of 1980 for Unit 1.

2.

The recombi~er section can be bypassed.

3.

The solenoid valves on the drain lines which contain loop seals (from the delay line and the HEPA filters) are closed on a high radiation alarm in the delay line.

4.

The plant proc~durei will be modified to close the valves in item 3 im-mediately following a pressure transient in the offgas system caused by an in-ternal detonation or burn.

These valves will be reopened only after verification that the loop seals are intact.

The changes will be made by June 1, 1979.
