Dear Sir or Madam:

Pursuant to 10 CFR 50.54(q), Southern California Edison (SCE) has revised the Permanently Defueled Emergency Action Level Technical Basis Document and two Permanently Defueled Emergency Plan Implementing Procedures (EPIPs) for the San Onofre Nuclear Generating Station (SONGS). This letter serves as the report required by 10 CFR 50.54(q)(5) and 10 CFR 50 Appendix E Section V.

SCE has determined that the changes do not reduce the effectiveness of the Permanently Defueled Emergency Plan (PDEP) or Permanently Defueled EPIPs, and the PDEP, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50 Appendix E (as exempted).

Attachment 1 of this letter transmits Revision 2 of the SONGS Permanently Defueled Emergency Action Level Technical Basis Document effective May 30, 2017.

Attachment 2 provides a report and analysis summary of the Permanently Defueled Emergency Action Level changes.

Attachment 3 of this letter provides a copy of the following revised Permanently Defueled Emergency Plan Implementing Procedures:
