MONTICELLO NUCLEAR GENERATING PLANT-CORRECTION OF AMENDMENT NO. 194, ISSUANCE OF AMENDMENT TO ADOPT TSTF-545, REVISION 3, "TS INSERVICE TESTING PROGRAM REMOVAL & CLARIFY SR USAGE RULE APPLICATION TO SECTION 5.5 TESTING" (CAC NO. MF8217)

Dear Mr. Gardner:

By letter dated June 16, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17123A321) the U.S. Nuclear Regulatory Commission (NRC) issued Amendment No.194 to Renewed Facility Operating License No. DPR-22 for the Monticello Nuclear Generating Plant. The amendment adopted TSTF-545, Revision 3, "TS lnservice Testing Program Removal & Clarify SR [surveillance requirements] Usage Rule Application to Section 5.5 Testing."

During a conversation between Mr. Shane Jurek of your staff and the NRC staff, it was noted that Technical Specification (TS) page 3.6.2.3-2 issued with amendment 194 contained an error.

The error is the numbering of the second SR on the page and was unrelated to the license amendment (i.e., the SR was not to be changed by the license amendment). The issued amendment page numbered this SR as SR 3.6.3.2.3. The SR was numbered SR 3.6.2.3.3 prior to the issuance of amendment 194 and is the proper numbering. The marked-up TS pages submitted with the license amendment request dated July 28, 2016 (ADAMS Accession No. ML16210A030), contained the proper number. The NRC staff concludes that the error was inadvertently introduced during the preparation of the license amendment. To correct the error, a revised TS page 3.6.2.3-2 for DPR-22 is enclosed. Please replace TS page 3.6.2.3-2 for DPR-22 that was issued by amendment 194 issued by letter dated June 16, 2017, with the enclosed page.

This administrative error does not affect the staffs overall conclusions associated with approval of Amendment No. 194. The changes are within the scope of the application as originally noticed in the Federal Register on October 11, 2016 (81FR70181).
