In accordance with Title 10 of the Code of Federal Regulations, Section 50.91(b), I am notifying you of the proposed issuance of these amendments. These amendments are in response to the Tennessee Valley Authoritys application dated September 21, 2015, as supplemented by letters dated November 13, 2015; December 15, 2015 (2 letters); December 18, 2015, February 16, 2016; March 8, 2016; March 9, 2016; March 24, 2016; March 28, 2016; April 4, 2016; April 5, 2016; April 14, 2016; April 22, 2016 (2 letters); April 27, 2016; May 11, 2016; May 20, 2016 (2 letters); May 27, 2016; June 9, 2016; June 17, 2016; June 20, 2014; June 24, 2016; July 13, 2016 (2 letters); July 27, 2016; July 29, 2016 (2 letters), August 3, 2016 (3 letters), September 12, 2016; September 21, 2016; September 23, 2016; October 13, 2016; October 28, 2016; October 31, 2016; January 20, 2017; February 3, 2017; March 3, 2017; and June 12, 2017.

The amendments authorize an increase of maximum reactor core thermal power level for Browns Ferry Nuclear Plant, Units 1, 2, and 3 to 3,952 megawatts. These license amendments represent an increase of approximately 14.3 percent above the current licensed thermal power level of 3,458 MWt, which is an increase of approximately 20 percent above the original licensed thermal power level of 3,293 MWt. The NRC considers the requested increase in power level to be an extended power uprate (EPU).

The notice of proposed No Significant Hazards Considerations for the amendment was published in the Federal Register on July 5, 2016 (81 FR 43666). Please see the attachment to this email. One public comments was received, which will be addressed in the safety evaluation enclosed with the amendments.
