SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND2 - NRC STAFF EVALUATIONAND ISSUANCE OF AMENDMENTREGARDING MAINSTEAM LINE RADIATIONMONITOR SETPOINT INCREASE AND OFFGAS SYSTEM DESIGN BASIS CHANGE (TAC NOS. MA1366, MA1367, MA1014, AND MA1015)
Dear Mr. Byram:
The Commission has issued the enclosed Amendment No. 179 to Facility Operating License No.
NPF-14 and Amendment No.152 to Facility Operating License No. NPF-22 for the Susquehanna Steam Electric Station (SSES), Units 1 and 2. These amendments are in response to your submittal dated March 16, 1998, as supplemented by letters dated May 22, August 10, and September 17, 1998, in which you proposed:
(1) changes to the Technical Specifications (TSs) to increase the setpoints and allowable values for the main steam line (MSL) radiation monitors to provide adequate operating margin during operation of the hydrogen water chemistry (HWC) modification and (2) relocation of requirements and associated bases for explosive gas mixtures from the TSs to the Final Safety Analyses Report (FSAR) Section 16.3, Technical Requirements Manual (TRM) and change to the design basis of the offgas system to a detonation resistant design.
The technical details of the latter change was also described in your submittal of February 9, 1998.
The NRC issued the Improved Technical Specification (ITS) for SSES Units 1 and 2 on July 30, 1998. The ITS relocated the MSL radiation monitor setpoints and allowable values and the explosive gas mixture requirements and bases to the TRM. Therefore, the TS amendments as requested are no longer applicable because the TSs do not include these items.
However, in your letter dated September 17, 1998, you have requested NRC authorization of the MSL radiation monitor setpoint increase and the change in the design basis of the offgas system to a detonation resistant design, because you considered these changes as unreviewed safety questions in accordance with 10 CFR 50.59.
