Dear Hr. Byram:
This letter transmits the findings of a safety inspection of your licensed
operator requalification training program at the Susquehanna
Steam Electric
Station, Units
1 and 2.
The inspection
was conducted
by Messrs.
D. Florek
and
C. Tyner from January
30,
1995, through February 3,
1995.
The purpose of
this inspection
was to evaluate this training program through
a performance-
based inspection.
The inspectors
discussed
the inspection findings with
Hr. Stanley
and other members of your staff on February 3,
1995.
The inspectors
concluded that the
SSES licensed operator requalification
program is very good overall
and enables
safe plant operation
by effectively
evaluating licensed operators'erformance
and revising the program based
on
their performance.
However, the inspectors identified an inappropriate staff
practice of exempting operators
involved in creating the examinations
from
taking
an annual written examination.
Your staff has taken effective
corrective actions to eliminate the practice.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of
this letter and its enclosures will be placed in the
NRC Public Document
Room.
