Dear Rulemaking and Adjudications Staff,
Upon reading the Federal register Notice 82 FR 23849 (Vermont Yankee License Transfer) in anticipation of communicating with the Secretary on pre-docketing matters, I find that I need an E-Filing Certificate even for pre-intervention/pre-hearing correspondence. I also did realize that I needed to apply for a certificate ten days in advance. I have previously held a certificate but allowed it to lapse several months ago. Please expedite issuance of a fresh E-Certificate.

RE: E-Filing Certificate Mr. Shadis, A digital certificate is not necessary for communicating with the Secretary of the Commission. The Federal Register notice you mention for the Vermont Yankee License Transfer outlines several methods of communicating with the NRC and the Office of the Secretary. A digital certificate is only necessary for filing a hearing request or a petition for leave to intervene, which is done through the NRCs Electronic Information Exchange or E-filing system.
You mention that you have an expired digital certificate. I encourage you to contact the NRCs Metasystem Help Desk by telephone # 866-672-7640, and request assistance on how to update your digital certificate.
